Proposal: "Introduction to War Tax Resistance" Documentary

From: Video Committee members (Ed Hedemann, Susan Quinlan, Rick Bickhart, Daniel Woodham, Ruth Benn, Peter Smith)

Steev Hise, working with Pan Left Collective, presented this proposal to NWTRCC's video committee at the end of January 2007. The committee is working with this basic outline and budget draft to begin to raise the funds to produce the documentary. Our discusssions have made the assumption that the timeline must be pushed back, and we have discussed adjustments to the budget, but at this point this draft still gives the best outline we have of the project ahead.

The Video Committee seeks approval from the Coordinating Committee to continue pushing ahead with this project under the assumption that all the money required must be raised from new funds. We have begun some fundraising efforts including:
• listing potential Foundation funders including: AJ Muste Institute (application submitted April 13); Unitarian Fund for a Just Society (application submitted March 20); Paul Robeson Fund (May 15 deadline); Puffin (fall); Ben & Jerry's (letter to be submitted)
• seeking funding from alternative funds; most need to be asked but No. CA donated $600 w/out cutting general donations to NWTRCC
• seeking names of individuals who have not given to NWTRCC but could be asked for this project.

The video budget has not been integrated into the NWTRCC budget; the CC should consider how to handle this.

We are also seeking volunteers and ideas for any aspect of this project from CC, such as for the "in-kind" items from the budget to be covered by NWTRCC. Susan Quinlan make take on some or all of the producer/sound person role(s). We need more people to help log current footage or list music possibilities.. Most of the technical "in-kind" items are courteous of Pan Left. The more money we raise, the less we have to rely on "in-kind" though.

Project Summary:
What is the purpose?
The purpose of this video is to stimulate discussion about war tax resistance; it is not intended to answer all questions about war tax resistance.

Who is the target audience?
The film will be an organizing tool for workshops on WTR aimed at those who have already thought about WTR and are wanting to get started learning more about it, as well as an introduction for activist-minded people who have not seriously considered WTR before.

What are your assumptions about the audience for the video?
They will be mostly U.S. citizens who for the most part are already "left wing" or in some way disapprove of war or the current military adventures of the U.S., but who don't already practice resisting war through nonpayment of taxes.
• Recognizing that our potential audiences already oppose the war and because it would save precious minutes, we should avoid the usual temptation to show effects of war, bombs, military hardware, and human carnage.?
• We should immediately address the dilemma and questions of our viewers, who don't want to pay for war but don't know how to go about it, fear the consequences, and may be unaware that many are already resisting.?

What does the audience already know about the topic?
They may have heard about the movement and practice, but are not well-versed in it and may have several misconceptions (for example, the dangers, risks, and difficulties of WTR)

What is the desired response from the audience?
The desired response is for those who are already thinking about WTR to go ahead and start actually doing it in some form, while additionally getting others who are not currently considering it to start thinking more about it, discussing it, and seeking out more information, thinking of WTR as something else to add to their activism or participation as responsible citizens.

What would motivate people to take that action?
Something that illustrates how easy it is to at least particpate at some level, that shows how many people do it, many that don't neccesarily identify as WTRs but are doing it, really, and that shows how there is not as much risk as the IRS would like people to believe.

What feeling should the piece evoke? (How would you describe the personality/ style?)
My preference for the documentary would be something fresh and fastpaced and "hip" that would appeal to a younger audience.

What's the story? What makes it interesting? Why should the audience care?
Ideally the film would follow a loose (dramatized, not strictly factual) narrative arc where a relatively young and new war tax resister travels around meeting other WTRs and learning about the subject and their individual stories. it would be an interesting and fasincating human interest story and not just present the cold facts and figures.

Notes:
"In-Kind" refers to non-cash services, labor, or materials donated, either by Pan Left or client ( by client is indicated by * - for example, producer is assumed to be a member or members of NWTRCC video committee, and 2 shoot days are assumed to be with a NWTRCC volunteer as soundperson ).

Terms: payment of 1/3 deposit at beginning of production (after pre-production); 1/3 on completion of rough cut; final 1/3 at delivery of final cut and dvd master.

An increase in the number of shooting days, or in the number of pre-final edits produced will increase costs by the stated daily rate for each position. (As noted in the schedule, 2 pre-final edits are included.)

Costs for extras like further animated segments and original music are NOT included, assumes that pro bono work will be acquired.

DVD duplication costs are NOT included in this estimate. (This typically runs about $1500-2000 for 1000 copies, depending on packaging choices)
