Lincoln Rice is the current coordinator of NWTRCC. He is also a member of the Casa Maria Catholic Worker in Milwaukee, which is dedicated to providing emergency shelter for women and children as well as a variety of justice issues, particularly peace and labor issues. Lincoln is also a lay minister at a local Catholic Church and has a Ph.D. in moral theology.

Lincoln has been a war tax resister since 1998 and has participated in a number of actions at the Milwaukee IRS office on tax day that have resulted in his arrest. Through his commitment to voluntary poverty, he has usually resisted federal income taxes by making below the taxable limit. He has at other times refused to pay the IRS when he owed federal income taxes. Lincoln is the Milwaukee contact for the loosely organized group, Milwaukee War Tax Resistance.

Lincoln served a term on the Administrative Committee of the National War Tax Resistance Coordinating Committee and is currently its national coordinator. He has written for its publication, More Than a Paycheck, as well as American Catholic Studies and the Journal of Religion, Identity, and Politics. He is the author of the book Healing the Racial Divide: A Catholic Racial Justice Framework Inspired by Dr. Arthur Falls .
